Use of Biometric Identification in Real Estate Transactions

Federal Law No. 133-FZ dated 7 June 2025 introduces amendments to Article 36.2 of Federal Law No. 218-FZ dated 13 July 2015 “On State Registration of Real Estate”, providing for the possibility of verifying the identity of parties to a transaction using the state Unified Biometric System.

Starting from July 2026, when submitting electronic documents for state registration of rights and real estate transactions, the parties will be able to undergo identification via the state information system “Unified Identification and Authentication System for Individuals Using Biometric Personal Data.” At the same time, the requirement to sign documents with a qualified enhanced electronic signature remains in force.

At present, for remote registration of transactions, the right holder must personally visit a Multifunctional Center (MFC) to confirm their consent. The introduction of biometric identification will make it possible to perform these actions remotely.
