The Russian Government has submitted a bill to the State Duma proposing to legally establish an exclusive procedure for the tax registration of foreign organizations—solely through banks upon opening an account.
The draft law, introduced to the Duma, considers amendments to Articles 83 and 84 of Part 1 of the Tax Code. These amendments would abolish the current option of registration through direct application to the Federal Tax Service (FTS). This initiative aims to simplify the registration procedure for foreign businesses: banks will act as intermediaries, automatically forwarding the registration application to the tax authority. The tax service, in turn, will be obligated to send an electronic extract from the Unified State Register of Taxpayers to the bank within five days for subsequent transmission to the client.
