The RF Presidium of the Judges’ Council has developed proposals for optimization of judicial caseload. It was suggested to establish a possibility for consideration of appeals by a single judge and to specify an exhaustive list of cases to be considered by a panel of three judges. The Council proposed to allow the district arbitrazh courts to examine new evidence and to re-evaluate existing evidence. The Supreme Court Chamber for Commercial Disputes may be allowed to stipulate a possibility on retrial of the case based on new circumstances in a ruling on rejection to transfer the cassation appeal for consideration in a court hearing.
