Starting March 1, 2025, amendments to the Land Code of the Russian Federation will come into effect, introducing new requirements for land development and the concept of “development of land plots within the boundaries of populated areas” (Federal Law No. 307-FZ dated August 8, 2024).

Key changes:

– The concept of “land development” is introduced—defined as carrying out actions to bring a land plot to a condition suitable for its designated use.

– Landowners are required to begin using such plots from the moment the ownership is registered. If the plot requires development, its use must begin no later than three years from the registration date or within the timeframes specified in the reclamation plan.

-The Russian government is authorized to set criteria for non-use of land plots and a list of necessary actions for their development.
