Russia to Introduce Limits on Number of Bank Cards per Customer
This fall, Russia will implement a limit on the number of bank cards one individual can hold: no more than 20, with a maximum of five per banking institution. The measure, proposed by the Central Bank, aims to combat fraud schemes involving “droppers”—individuals who open cards for illegal money laundering. Currently, such activities fall under criminal offenses like fraud (punishable by up to 10 years in prison) or participating in a criminal organization (up to 20 years).
At present, there are no legal restrictions, and banks set their own card issuance policies.
Earlier, the Central Bank tightened controls: since May 15, clients suspected of aiding fraudsters face a transfer limit of 100,000 rubles. Additionally, a bill is under consideration to prohibit minors from obtaining bank cards without parental consent.
