Russia Introduces Fines for Searching Extremist Content and Advertising VPNs

President Vladimir Putin has signed a law introducing administrative liability for intentionally searching for extremist materials online, including through VPN services. The new regulation will be added as Article 13.53 of the Russian Code of Administrative Offenses and will take effect on September 1, 2025. 

Individuals who search for content recognized as extremist by the Ministry of Justice or listed under Paragraph 3, Article 1 of the Federal Law “On Countering Extremist Activity” may face fines ranging from 3,000 to 5,000 rubles. 

The law also introduces fines for advertising VPN services, through Part 18 of Article 14.3 of the Russian Code of Administrative Offenses: 

  • 50,000–80,000 RUB for individuals; 
  • 80,000–150,000 RUB for officials; 
  • 200,000–500,000 RUB for legal entities.
