Permission for transactions with “unfriendly persons” aimed at writing off securities from NSD Accounts
The Government Commission on Foreign Investment Control has allowed residents (including depositories) to enter into transactions with “unfriendly persons” that result in the acquisition of ownership rights over foreign securities prohibited under Russian Presidential Decree No. 81, provided that such transactions lead to the write-off of foreign securities from the NSD account opened in its name as a party acting in the interests of others in a foreign depository.
This permission applies to securities blocked due to restrictive measures and is valid within the framework of approvals issued by authorized foreign authorities.
