Notification of Second Citizenship and Residence Permits to Become Mandatory for Russians Living Abroad
The Russian Ministry of Foreign Affairs has prepared a draft law requiring Russian citizens to notify the authorities of the acquisition of foreign citizenship or a residence permit within 60 days from the date of issuance, regardless of whether they reside in Russia or abroad.
Currently, Russian citizens are required to submit such notification within 60 days from the date of entry into the Russian Federation. Notification through a diplomatic mission abroad, without entering Russia within 60 days after obtaining the relevant document, is optional.
If the law is adopted, the amendments will enter into force on 1 January 2028.
Please note that failure to comply with the notification requirement may result in criminal liability, including a fine of up to RUB 200,000 or compulsory community service of up to 400 hours (Article 330.2 of the Russian Criminal Code).
