New Rules for Out-of-Court Appeals of Registration Suspensions

Starting January 1, 2026, individuals will be able to appeal decisions to suspend state registration of property rights without going to court. These changes are introduced under Rosreestr Order No. П/0237/25. 

Previously, only suspensions of cadastral registration could be appealed in a pre-trial procedure. Now, suspensions of ownership registration can also be challenged extrajudicially. To facilitate this, appeals commissions — central, interregional, and regional — will be established across the country. They must review appeals within 15 business days. 

Each commission will consist of three representatives from Rosreestr and three from the national association of self-regulatory organizations of cadastral engineers, with mandatory rotation every five years. Meetings can be held in person or online, with the participation of applicants and other interested parties. 

An appeal must be submitted within 15 business days from the date of the decision being challenged. 

The new procedure aims to improve the protection of citizens’ rights, speed up the resolution of disputes, and reduce the burden on the court system.
