New Regulations on the Protection of Land Plots

Under Federal Law No. 294-FZ dated 31 July 2025, starting from 1 March 2026, landowners, tenants, and holders of public easements will be required to protect their land from invasive (non-native) plant species and to carry out measures for their removal.

This concerns weed vegetation that is atypical for a given region and capable of causing harm to the environment and agriculture. One of the most well-known examples is Sosnowsky’s hogweed.

The list of invasive species subject to control will be approved at the level of each constituent entity of the Russian Federation. Failure to comply with the new requirements may result in judicial seizure of agricultural land from a bad-faith owner.

This obligation applies to all categories of land, closing the previous gap under which the rules only applied to agricultural land plots.
