New Indices and Rules for Paying Housing and Utility Bills
Under Russian Government Order No. 3413-r dated 25 November 2025, the following changes in the housing and utilities sector will take effect starting in 2026:
Throughout 2026, utility tariffs will be increased in two stages:
- from 1 January — first stage,
- from 1 October — second stage.
The maximum rate of increase has been set uniformly for all regions and will average 1.7%, while the exact index values will be determined at the level of each constituent entity of the Russian Federation.
One of the key drivers of indexation is the increase of VAT to 22%, which affects the costs of utility and resource-supplying companies.
In Moscow, fees for the maintenance and repair of common property in multi-apartment buildings have also been indexed by 15%. This increase will affect residents’ expenses for building management, technical maintenance, and routine repairs.
New payment deadlines for utility services
From 1 March 2026, the deadline for paying housing and utility charges will change: instead of the current deadline of the 10th day of the month, payment may be made up to the 15th day of the month following the billing period.
