Lifting of the Moratorium on Penalties for Delayed Housing Commissioning
Starting January 1, 2026, developers will once again face fines for delays in putting residential buildings into operation. This was announced by Deputy Prime Minister Marat Khusnullin. Authorities do not plan to extend the moratorium that has been in place since 2022, which allowed developers to postpone deadlines without penalties due to economic hardship and high interest rates.
The reason: a growing number of delayed projects — already 19% of construction sites are behind schedule, affecting more than 130,000 equity holders.
At the same time, mechanisms for restructuring penalties are currently under discussion.
