Kazakhstan Tightens Rules for Issuing Cards to Non-Residents

Kazakhstan is introducing new measures to tighten the issuance of bank cards to non-residents. Since the beginning of the year, the validity period of these cards has been reduced to 12 months. This rule does not apply to cards issued for entrepreneurs, diplomatic workers, and investors.

Under the new regulations, banks are required to:

– conduct strict monitoring of “high-risk clients,” including a ban on remote card issuance;

– implement two-factor authentication using biometrics;

– control the number of cards issued to each client;

– monitor transactions for the first three months after the card is issued.

Additionally, banks are mandated to assess the risks of money laundering and financing of terrorism for holders of more than five cards in one bank. These measures are aimed at minimizing illegal activities such as money laundering and financing of terrorism.
