Housing Control and Supervision

The Ministry of Construction of Russia has approved two new standard risk indicators that signal potential violations by organizations and individual entrepreneurs of legislation in the areas of housing relations, energy and water supply, solid municipal waste management, and energy efficiency of the housing stock, including the municipal sector. 

The first indicator relates to the presence of information about a claim being accepted by an arbitration court regarding the recovery of debt under utility supply contracts (including gas, heat, water, wastewater disposal, and solid municipal waste), where the debt exceeds 300,000 rubles and was accumulated within 12 months prior to the decision to conduct an unscheduled inspection. 

The second indicator reflects the systematic charging for heating based on consumption standards for more than three billing periods in a row, which may indicate improper metering and violations of legislation on the provision of utility services. 

These indicators are to be used by regional housing supervision authorities and municipal control bodies when forming the list of grounds for conducting unscheduled inspections. Based on these indicators, authorities are to approve their own risk indicators within the scope of their oversight activities.
