From 1 September, Rosfinmonitoring to receive direct access to payment data

From 1 September 2026, the National Payment Card System (NSPK) will directly and free of charge provide Rosfinmonitoring with information on payments and transfers made using Mir cards, the Faster Payments System (FPS) and the unified QR code.

The changes are aimed at making financial monitoring more effective and enabling the authorities to identify suspicious transactions, including cash-out schemes and payment splitting.

According to Rosfinmonitoring, the new rules do not provide for automatic blocking of transfers or bank accounts. At the same time, businesses may face increased scrutiny of transactions made through personal bank cards, making a clear separation between personal and business payments increasingly important.
