Euroclear to Compensate Clients for Assets Affected by Russian Counter-Sanctions

Belgian authorities have permitted Euroclear to unblock part of the funds from the National Settlement Depository (NSD) account to compensate clients for losses caused by Russian court rulings and Decree No. 198 dated March 19, 2024. The funds will be allocated to clients, including European and American banks, impacted by asset freezes under counter-sanctions. Earlier, NSD withdrew funds from Euroclear’s account to comply with the decree, which regulates payments for Russian securities held in foreign depositories. Experts interpret this as a step toward an “exchange of frozen assets” between Russia and the EU.
