Changes to the Rules for Determining Permitted Land Use Starting from 1 March 2026
As of 1 March 2026, the procedure for determining the types of permitted use of land plots will be changed.
Federal Law No. 295-FZ dated 31 July 2025 introduces a new chapter into the Russian Land Code regulating the establishment and modification of permitted land use (VRI). The procedure for determining permitted use is now set out directly in the law.
Under the new provisions, unless otherwise stipulated by federal legislation, the types of permitted land use are determined by:
- urban planning regulations;
- forest management regulations;
- regulations on specially protected natural areas.
The law also sets out specific rules for conducting cadastral registration and state registration of rights where a new type of permitted land use is selected.
Previously established permitted uses (VRI) will remain legally valid even after the new law enters into force.
