Bill on Foreign Exchange Transactions Using the Digital Ruble Introduced to the State Duma
A draft law has been submitted to the State Duma to establish a legal framework for foreign exchange transactions involving the digital ruble and to define the applicable currency control procedures.
The bill would allow residents to satisfy foreign currency repatriation requirements by receiving funds into a digital ruble account. It would also enable participants in foreign trade transactions to use digital ruble accounts for settlements under cross-border contracts.
In addition, the proposed amendments would authorize the Bank of Russia to determine which users may access the digital ruble platform and in what cases the digital ruble may be used as a means of payment in foreign exchange transactions.
