The state monopoly can be introduced in relation to cadastral real estate valuation. It means that only state-budget institutions will have a right to carry out the cadastral valuation, and private appraisers will lose this right. In case of 30% and more reduction of real estate prices off-schedule cadastral valuation may be performed. The valuation result may be challenged in court by persons whose rights and responsibilities have been affected.
