The State Duma adopted a law on public-private partnerships (PPP) in Russia, coming into force on 01.01.2016. The law provides for a closed list of facilities in relation to which PPPs can be created. Private partners can be Russian organisations that are not under the control of the RF, a subject of the RF or a municipality, nor can they be subsidiaries of the companies affiliated to them. The private partner that is developing the project proposal shall give the public partner an independent guarantee of 5% of the project financing, with the guarantee issued by a bank or other credit organisation.
