The list of information that may be obtained by an advocate will be expanded.

The RF Ministry of Justice drafted a bill, according to which an advocate shall have a right to obtain information constituting, inter alia, medical confidentiality, commercial secrecy, tax secrecy, bank secrecy and such other information, an access to which is limited in accordance with the RF legislation.
At the present time, a response to the advocate’s request shall be given within 30 business days. The Bill reduces this term to 15 business days.
Failure to provide information under an advocate’s request shall entail an administrative fine in the following amounts:
- for citizens: from 1 000 to 3 000 RUR (approximately from 20 to 60 Euro);
- for officers: from 5 000 to 10 000 RUR (approximately from 100 to 200 Euro);
- for legal entities: from 20 000 to 30 000 RUR (approximately from 400 to 600 Euro).
The Bill also provides for establishment of the Federal Chamber of Advocate’s Commission on Ethics and Standards (hereinafter – “the Commission”). The Сommission shall develop and approve standards of quality for legal services , provide binding guidance on application of the Federal law “On advocacy and advocate practice”. Moreover, the Commission may revise Regional advocate Chambers’ decisions on disciplinary proceedings (inter alia, on revocation of advocate’s license).
