Full amnesty of capital, which implementation was promised by the RF President V. Putin in presidential message to the Federal Assembly, contradicts to the FATF standards. Participants of the meeting in Ministry of Finance which took place on January 15, 2015 confirmed that full amnesty of capital proposed by the RF President should not contradict international standards for combating money laundering, terrorist financing and other illicit financial activities. Russia’s entering in the FATF black list may be a consequence of this violation.
