Consular registration for Russians living abroad is to become mandatory

The Government of the Russian Federation has adopted a Plan, including the introduction of compulsory consular registration of Russians living abroad. Current rules allow Russian citizens to choose whether they shall register themselves as living abroad. The practical implication of this voluntary registration is receiving court and other official notices on their actual address abroad, not at the obsolete registered residence address in Russia.
