Amendments to the RF Civil Code change criteria for recognition of a construction as unauthorized. Statutory grounds are supplemented by violation of land zoning rules, and violation of construction norms and regulations does not need to be “substantial” anymore. Additional requirements for acquiring title on an unauthorized construction are introduced, namely a construction clearance for the particular land plot, compliance with land use and construction norms. Local administrations are entitled to pull down unauthorized constructions in out of court proceedings.
